Our panel consists of three professionals who have extensive experience in the topic area and work or have worked in Construction and or Engineering. Mr. Verne Emmanuel

Executive Director, SLBS 

Mr. Emmanuel brings with him more than 10 years experience in the field of engineering and project management to his role as Director of St. Lucia Bureau of Standards. He is responsible for directing, controlling, planning and organizing the affairs of the SLBS, with a view to advancing the mission of the organization including effective implementation of its work programs at the national level.  

Mr. Emmanuel holds a Bachelor in Chemical Engineering, a Masters in Reliability Engineering & Risk, and a Masters in Project Management and is a certified Project Management Professional.

 

Mr. Emmanuel is a certified Green Project Manager and is the Vice Chairman of the Regional Project team of the CARICOM Regional Organization for Standards and Quality (CROSQ) GIZ- CARICOM funded Regional Energy Efficiency Building Code.

Mr. Emmanuel currently serves as President of the Association of Professional Engineers of Saint Lucia (APESL), President of the Board of the Saint Lucia Coalition of Service Industries (SLCSI); Chairman of the Technical Committee of the Board of the Saint Lucia Solid Waste Management Authority and a member of the Air-condition and Refrigeration Association of Saint Lucia where he sits on the executive team as Treasurer.

Mr. Emmanuel is a long standing and dedicated standards development professional having served on various SLBS technical committees. His success in demonstrating the capacity to lead and follow through on projects that would lead to the implementation of new standards earned him the award for Outstanding Services as Chairman of the Mechanical, Products and Practices Technical Committee for the period 2015-2017. 

Mr. Egbert Louis

Manager Consultant, ECMC

 

Egbert Louis graduated from the University of the West Indies in 1981 with a B.Sc. in Civil Engineering.  In 1986 he earned an MSc. in Construction Engineering and Management (with distinction).  In 2016, he earned an LLM (Masters of Law) in Construction Law and Arbitration. Having worked with Government, statutory and commercial organizations in Saint Lucia, Eng. Louis went on to establish ECMC Ltd one of the leading engineering firms in the OECS. 

From then on, he has led ECMC in providing a diverse clientele base with consulting services in building and civil engineering design, construction management, project management, structural condition surveys and damage assessments.  CEng Louis has specific engineering consulting experience by his involvement in several large local and regional projects of significant repute.

 

These multi-funded projects extend from Trinidad in the south to Belize in the north.  Some of his major projects include schools and health centres in Saint Lucia, commercial buildings throughout the OECS, Disaster Risk Resilience projects, port infrastructure, civil infrastructure and land development. Over the past 10-15 years CEng Louis has also been involved in several climate change mitigation and adaptation projects in the OECS countries.

Since co-founding ECMC Ltd in 1994, CEng. Louis has worked extensively on several types of projects in St. Lucia, the OECS Islands, Belize, Guyana and Trinidad and Tobago.

Eng. Louis is a Professional Registered Engineer in St Lucia and is a member of several local and international organisations including, the Institution of Civil Engineers, American Society of Civil Engineers, Chartered Institute of Arbitrators, Royal Institution  of Chartered Surveyors (RICS) and Association of Professional Engineers of Saint Lucia.  

He is also a RICS Registered Valuer, Registered Valuer with the Government of Saint Lucia, and a Recognised Valuer with all commercial banks in Saint Lucia.

Eng. Louis has specialised expertise in rehabilitative/retrofitting projects and this complements his training in Forensic Engineering and Structural Condition Assessment of Existing Buildings and Structures.  In that regard, he has been involved in the retrofit of several buildings throughout Saint Lucia

During the past 10-15 years CEng Louis has also been involved in several climate change mitigation and adaptation projects in the OECS countries.  He performed as Technical Advisor to the climate proofing of a water project in St. Vincent and the Grenadines; he is currently involved in the Planning for the Integration of Climate Resilience in the Water Sector in the Caribbean, and, is part of a team undertaking the climate vulnerability and risk assessment of the water and waste-water systems in Saint Lucia

Mr. Jeremiah Phulchere

Director, JNP Architects

Jeremiah Phulchere is a practising Architect with more than 15 years of broad ranging architectural experience in the leisure, transport, healthcare, commercial and residential sectors in the UK and in the Caribbean.

Mr. Phulchere holds a Bachelor of Science, Master of Science and a Post Graduate Diploma in Architecture. He is a Chartered Member of the Royal Institute of British Architects (RIBA), a Full member of the St. Lucia Architects Institute Inc. (SLAI), and a Registered Architect.

 

He was the past Chairman of the Architect Registration Board (St. Lucia) and currently serves as the President of St. Lucia Architects Institute Inc. (SLAI)
