Mr. Vincent Boland

Financial Consultant

St. Lucia Development Bank 

 

Vincent Boland works as a Financial Consultant, specializing in accounting and advisory services to small and medium size enterprises and individuals.   Having worked for the past 20 years in the financial services sector, with leading roles with two financial institutions at a senior level, Vincent now delivers his banking and financial expertise and experience to aid in the control and directing of small and medium size businesses.

Most recently, Vincent provided recovery solutions on a portfolio in the low 8 figure range to the largest indigenous financial institution in the Eastern Caribbean. Vincent has provided structure as well as financial oversight on the Non-productive Loans on behalf of the institution.

Prior to founding this business (Business Management Institute) Vincent was the Head of Recoveries, at Bank of Saint Lucia Limited (BOSL), a subsidiary of East Caribbean Financial Holdings Limited. The largest indigenous financial institution in the Eastern Caribbean and was responsible for reducing its portfolio of approx. US$170 million of Non-performing Loans to US$100 million within 15 months. This included managing several high-profile workout accounts as well as a team of recovery professionals.

Prior to joining BOSL, Vincent spent 17 years in commercial banking and special loans, having several roles primarily in Trinidad, Barbados and Saint Lucia, while working at CIBC First Caribbean International Bank, the largest commercial bank in the Caribbean with over US$12 billion in assets across 17 countries. During his tenure, Vincent was the Senior Manager in the Special Loans (recoveries) unit at CIBC First Caribbean in Barbados. Here, Vincent concluded several key debt recoveries across the Eastern and Dutch Caribbean, having had responsibility for accounts from Antigua to Aruba.

Vincent was trained in Accounting and Auditing having worked for six years at Coopers & Lybrand in Saint Lucia. Vincent is an Affiliate with the Association of Chartered Certified Accountants (ACCA) and is an Associate of the Institute of Canadian Bankers (AICB).

Vincent is St Lucian and has developed a strong network of relationships with legal, accounting and banking professionals in the financial sectors across the region.

Carole Eleuthere-JnMarie

Mrs. Carole Eleuthere-JnMarie, is the CEO of First Citizens Bank Barbados, a position she has held since November 2016. Previous to this appointment she was the Regional Manager of First Citizens Investment Services, Eastern Caribbean and Barbados for over 10 years. A Fellow of the Association of Chartered Certified Accountants (FCCA) with over 25 years senior management experience in Banking and Finance, she holds a BSc. Honours Degree in Accounting from The University of the West Indies (Cave Hill) and is also a Registered Principal on the Eastern Caribbean Securities Exchange. She is a member of the Institute of Chartered Accountants of St. Lucia, currently the Institute of Chartered Accountants of the Eastern Caribbean (ICAEC), since 1992.

 

Her varied experience covers liquidity and debt management, capital adequacy, portfolio, asset, investment, pension fund, accounting and financial management; having worked with Regulators, Government Agencies, International Financial Institutions and Brokers, among others.

Mrs. Eleuthere-JnMarie is the immediate past ACCA International Assembly representative member for the Caribbean and the Americas. She is a current Director of LUCELEC, a past Director and past Chairperson (2010/2012) of the CAB as well as a past Director of 1st National Bank St. Lucia Limited. An avid Rotarian and past president of the Rotary Club of St. Lucia, Carole enjoys working with the underprivileged and teaching young people about wealth creation and responsible investing.  

Some of her other personal achievements include 1st Female Rotarian of the Rotary Club of St. Lucia, First female Chairperson of the CAB and First Female CEO of First Citizens Bank Barbados.

Mr. Lucius Ellevic

Manager, Laborie Credit Union

Lucius Ellevic is from Laborie and he is actively involved in all facets of socio-economic development initiatives in the community. He promotes the preservation and propagation of the Flower Festivals in Laborie by composing songs for both La Woz and La Marguerite.

 

Over the past two years he has been working on a concept of climate smart agricultural development for farmers and farm organisations in the South of the island.

Mr. Ellevic was a teacher for ten years and in 1997 he left the profession to take up the position of Manager of the St. Lucia Co-operative League.  During the period 1999 to 2002 he served as Registrar of Co-operatives in the Ministry of Social Transformation. From 2002 to the present, he serves as General Manager of Laborie Credit Union.  Mr.  Ellevic has served on several Statutory Boards and Commissions in Saint Lucia. 

In 2015, as part of Saint Lucia’s celebration of Independence, Mr Ellevic was awarded the Les Piton Medal (Gold) in recognition of outstanding work to community.

In 2017 Mr Ellevic received the Credit Union Manager of the year Award for leadership to the credit union movement.  In 2018 he received the St Lucia Business Award for Corporate Leadership.

Mr. Ellevic holds a Bachelors degree in Economics and Accounting, and a Masters degree in Management and Organizational Development.  He is also a certified Enterprise Risk Management Expert and also a certified Financial Counsellor.
